Alongside traditional network operators, a virtual ecosystem has emerged consisting of the Mobile Virtual Network Operator (MVNO), the Mobile Virtual Network Aggregator (MVNA), and the Mobile Virtual Network Enabler (MVNE), each performing a distinct role in bringing mobile and IoT services to market.
- MVNO (Mobile Virtual Network Operator): A company that provides mobile services under its own brand but does not own radio spectrum or mobile network infrastructure. Instead, it purchases wholesale network access and offers its own pricing, packages, and customer experience.
- MVNA (Mobile Virtual Network Aggregator): An intermediary that purchases wholesale network access from a telecom operator on behalf of multiple MVNOs. By aggregating demand, it secures better pricing and resells network access to individual MVNOs.
- MVNE (Mobile Virtual Network Enabler): A technology provider that supplies the operational systems required to run an MVNO, including customer support, billing systems, SIM management, and subscriber administration.
The MVNO Ecosystem: Mobile network operators provide the underlying network infrastructure, MVNAs aggregate and resell wholesale network access, MVNEs provide the technical platforms needed to operate services, and MVNOs use these resources to deliver mobile and IoT connectivity under their own brand.

Often described as “Smaller operators“, “SIM only” or “No contract“, they provide mobile services similar to mobile operators, and are known as Mobile Virtual Network Operators – or MVNO
First launched in the UK in 1999, MVNO’s has spread across the globe, and today there are more than 1600 MVNOs, in 90 countries.
Opposite normal mobile operators, a MVNO does not own spectrum, or radio network infrastructure (mobile antennas).
Instead, they buy wholesale access from a telecom network operator, or through an entity known as a Mobile Virtual Network Aggregator (MVNA)
What is a Mobile Virtual Network Aggregator (MVNA)?
A MVNA buy wholesale access from a telecom network operator, on behalf of several MVNOs, in order to achieve a large discount, and then resell, the network access to each individual MVNO.
What is a Mobile Virtual Network Enabler (MVNE)?
The MVNE platform provide the MVNO’s with technical solutions, such as customer support, billing systems, SIM management, and so on – enabling the MVNO’s to setup, operate and charge the subscribers.
